Abstract

Inclusive education aims to ensure that students with disabilities can access, participate in, and benefit from educational environments on equitable terms. Meaningful inclusion extends beyond enrolment and depends on accessible institutions, supportive relationships, inclusive teaching practices, and appropriate accommodations. This review examines how institutional support and social support influence equal access, participation, belonging, academic development, and well-being among students with disabilities. It also considers the roles of teachers, leadership, curriculum, digital accessibility, and emerging technologies in strengthening inclusive education. The reviewed literature addresses institutional policies, disability support services, reasonable adjustments, teacher attitudes, professional development, inclusive pedagogy, accessible learning environments, social support, assistive technologies, Artificial Intelligence (AI), and Virtual Reality (VR). The evidence indicates that effective inclusion requires coordinated structural and interpersonal support. Accessible resources, inclusive leadership, trained educators, reasonable adjustments, and specialist services can reduce institutional barriers, while support from peers, teachers, and families can strengthen participation, confidence, belonging, and academic self-efficacy. Digital and emerging technologies may further improve educational access when they are affordable, accessible, and implemented responsibly. Inclusive education is therefore most effective when institutional structures, social relationships, pedagogy, accessibility, and technology operate together to support equitable participation and improved educational experiences for students with disabilities.
